A 2014 story by The Mercury News reported that Fran Paxon got hassled by her homeowners association when she replaced her old lawn with drought-resistant plants. As California dealt with a drought the homeowners association fined her $50 a month until she put lawn back in 25 percent of her front yard, the article said. The homeowners association board said her lawn-free yard would decrease property values in the area. The kerfuffle came even after California passed a law that prohibits homeowners associations from fining homeowners whose lawns dry out in droughts.
